Pick the tool by the file, not the task
The comparison engine is the same underneath: text is extracted from both versions, aligned structurally, and rendered side by side with additions in green, removals in red, and edited lines marked to the word. What differs is only the input format. Compare PDF takes two PDFs; Compare Word Documents takes two DOCX files. A mixed pair becomes comparable after a free conversion with Word to PDF, and scanned paper becomes comparable after OCR PDF gives it a text layer.
Where comparison ends and review begins
A diff shows what changed; it does not judge whether the change is acceptable.
